The EAD foreign-contribution framework should be considered before a Pakistani NGO or NPO receives foreign project funding.
Registration comes first
EAD’s FAQ currently states that provincial or SECP registration is required for registration with EAD.
Foreign funding and the MoU
EAD’s FAQ states that an organisation receiving foreign funding requires an MoU with EAD. The FAQ also says this applies where a Pakistani NGO receives foreign funding through an INGO in Pakistan.
Processing time
EAD currently states a maximum processing time of 60 days under the 2022 policy. An organisation should therefore plan funding timelines with the regulatory process in mind rather than treating approval as an afterthought.
